William S. Bacon
President and Chief Executive Officer - Cinnabar Service Company
President - Cinnabar Land Services, Inc.
William S. Bacon is the founder of Cinnabar Service Company and serves as its President and Chief Executive Officer. He also serves as Chairman of the Board of Directors.
Bill is a veteran of the oil and gas industry who began his career in 1979 performing title work and quickly became an in-house landman for Universal Resources Corporation. In 1982 Mr. Bacon founded his own oil and gas firm specializing in providing consulting services to the oil and gas industry and brokerage of oil and gas mineral rights in the mid-continent area. He is an unusually effective negotiator putting into play his innate interpersonal skills.
Since Cinnabar’s beginning in 1992 as a land and right of way acquisition firm principally serving government agencies, Mr. Bacon has become an expert in the Uniform Relocation Assistance and Real Property Acquisition Policies Act. The “Uniform Act” is applicable to land and right of way acquisition undertaken by governmental agencies that accept and use federal funds. He has performed work for public agencies such as the Federal Highway Administration, the Federal Aviation Administration, the Department of Housing and Urban Development, the Federal Emergency Management Agency, the Corps of Engineers, state departments of transportation, and many county and municipal governments.
In 1996, Mr. Bacon guided Cinnabar Service Company into the corporate sector of land and right of way acquisition services which has resulted in a solid record of achievement serving a diverse client base including conveyors of oil, gas, and petroleum products, electric generation and transmission companies, wind power companies, telecommunications companies, engineering firms, and railroad companies.
Bill has effectively drawn upon his impressive range of knowledge and experience to mold Cinnabar into a complete, full-service, turnkey provider of land use, land analysis and land records services for both government and corporate clients.
Mr. Bacon graduated from Oklahoma State University with a Bachelor's Degree in Business. He is certified by the American Association of Petroleum Landmen as a Professional Landman, is a licensed Oklahoma Realtor® and has been a certified appraiser.

John R. Thomas
Senior Vice President, Business Development - Cinnabar Service Company
John R. Thomas is a 27-year veteran of the right of way and oil and gas industries – more than 15 of which have been with Cinnabar Service Company. His experience spans multiple business environments, including oil and gas exploration. He was an independent landman and later served as land manager for an independent operator. John worked directly with geologists in the discovery phase and also in the establishment of drilling programs. Although his focus is now on surface rights, his oil and gas background, especially his title work, is a major asset to our company.
Mr. Thomas also has substantial field experience working as a project manager and supervisor on governmental projects. He was a lead agent and later supervisor for on a billion-dollar capital improvements program for a state department of transportation working under extremely tight schedules. He has personally performed such tasks as project scoping, public meeting coordination, and employing geographic information system (GIS) and associated databases to effectively complete project tasks, including specialized mapping for a major toll road agency.
In addition, John has extensive direct experience with the strict federal guidelines associated with relocation assistance benefits mandated when federally-funded programs result in the displacement of residents and businesses. He has work with Local Public Agencies (LPA) in ensuring compliance with federal regulations, often a major challenge for municipal governments.
John also has the rather unique experience of supervising the sale of excess right of way from abandoned railroad lines to adjoining landowners. This entailed establishing legal descriptions and determining values for offset properties both in urban and rural locations.
Mr. Thomas has had direct experience with wind power site location projects and high voltage electric generation and transmission projects. In 2008 and 2009 he served as Cinnabar's management representative on a 100-mile electric transmission project for a major utility that encompassed territory in three states, and he is presently representing Cinnabar on an electric transmission project traversing 125 miles in South Central Oklahoma.
Equally noteworthy, and especially important to the client, are John’s interpersonal skills. He has been and remains one of Cinnabar’s very best liaisons with landowners and has repeatedly demonstrated this attribute in acquiring properties under difficult circumstances and negotiating damage settlements.
Mr. Thomas attended Northeastern State University in Tahlequah, Oklahoma and is a long-standing member of the International Right Of Way Association.
As a key business development and management representative for Cinnabar – with his strong experience “in the trenches” – John knows quite well the expectations of the client. He understands budgets, critical paths, and deadlines, and can be relied upon to support any client need.

Terry Young
Executive Vice President and Director of Human Resources and Staffing - Cinnabar Service Company
Terry Young is Cinnabar's principal administrative officer and heads the company's human resources and job staff responsibilities. Hehas been with the company since 1998. Prior to joining Cinnabar, his experience included the telecommunications industry, commercial real estate sales, property management and zoning consulting services. In addition, he spent 18 years in the public sector, serving in elected and appointed positions in state, county and city government.
As a Tulsa County Commissioner, Mr. Young was one of three-full time administrators of a county of 475,000 and was elected Chairman of the Board three times. He was responsible for building and maintaining 280 miles of local streets and roads and was an active member of the metropolitan Tulsa transportation planning process.
Mr. Young was elected Mayor of the City of Tulsa in 1984. Just 19 days into his term, 14 inches of rain in a six-hour period caused a devastating flash flood that killed 14 people and caused $180 million in property damage. In the aftermath, Mr. Young initiated what is recognized today as one of the most innovative and effective flood mitigation programs ever undertaken in the United States. The resulting municipal storm water management system is still the leading program of its type in the United States resulting in Tulsa achieving America’s lowest flood insurance rate classification – Class 3 – a classification held by no other city.
Terry also served as Director of the Oklahoma Ad Valorem Reform Task Force, responsible for developing computerized mass appraisal and mapping standards for Oklahoma’s 77 County Assessor offices. He was later appointed by the Governor of Oklahoma to the position of Managing Director of the Oklahoma Turnpike Authority (OTA). OTA operates the nation's largest single network of toll roads. During this time he was nominated and elected to the Board of Directors of the International Bridge, Tunnel and Turnpike Association (IBTTA), the first Oklahoman to serve on this industry board in two decades.

Wesley C. Greavu
President and Principal Operating Officer - Cinnabar Southwest, LLC
Wesley C. Greavu was previously a founder and principal of Southwest Land Group, LLC, a predecessor to Cinnabar Southwest, with proven successes in the land and real estate arena since 1994. His background also includes 18 years of service in the rail industry, where he worked in marketing, industrial development, economic development and real estate prior to leaving the railroad to enter the private sector in August 2000.
Wes's expertise lies in managing special projects and tailoring results to satisfy the unique needs of a diverse public and private client base which, along with railroads, includes working with utilities, pipelines, commercial developers, residential developers, telecommunications representatives, property managers, and community and government officials. Working closely with his clients, Wes achieves results by setting strategic goals, creating task-oriented processes and schedules to reach these targets, and overcoming obstacles to ensure the success of these efforts.
Industrial clients seeking new manufacturing or distribution locations turn to Wes to oversee all aspects of the project from initial site selection, property acquisition, zoning and permitting, to assisting in facility design and construction. He accomplishes these tasks via his established network of professional working relationships with appraisal firms, transportation, engineering and development specialists, industrial/commercial brokers, property trustees, utilities and municipalities in several U.S. states. Coupled with his background and experience in marketing, property management and real estate development, Wes has the ability, the resources and the contacts to fashion creative alternatives and solve difficult problems.
Mr. Greavu also has assisted his railroad clients in locating sites for rail yards, intermodal facilities and microwave towers, and in installing multi-use "mega-transload" facilities in various locations by bringing in a mixed bag of industrial users to lease and fully utilize rail-served sites for the respective lines of business. In one particular instance, Wes was able to carve out and lease individual parcels to seven separate lessees, generating both rail and lease revenues amounting to several million dollars for his client.
Wes graduated from Purdue University in 1982 with a Bachelor's Degree in Industrial Management and obtained a Master's Degree in Marketing Management from Illinois Benedictine College in 1990. He is also a licensed real estate broker in the State of Arizona.

John H. Dugan
Senior Vice President - Cinnabar Southwest, LLC
John H. Dugan was previously a founder and principal of Southwest Land Group, LLC, a predecessor to Cinnabar Southwest. His background includes over 49 years of experience in railroading, both as an officer of the former AT&SF Railway (now BNSF Railway Company) where he served in both domestic and international positions prior to retiring in 2002, and as an owner and principal of short line operator Arizona Railroad Group, LLC where he has served as CEO and Chief Operating Officer since 2004.
Aside from a distinctive railroad career, Mr. Dugan's expertise has included leadership roles in various community, governmental and industry capacities in which he has served as advisor and consultant to governors and other state officials in New Mexico, Arizona, Texas and Mexico. He has also been either a board member or president of several city chambers of commerce, planning commissions and developmental boards, and is frequently called upon to represent other commercial, residential, industry and utiltiies interests in various capacities.
John has been an active participant and advisor to the Maricopa County Association of Governments (MAG) and is considered the "go to" expert involving transportation, rail and commuter line operations and quiet zone initiatives. Performing these advisory services is John's forte, and his past and present relationships with many influential community and industrial leaders across the U.S. and Mexico continue to reap rewards for his clients for whom he is often credited for accomplishing the "impossible."
John's love for railroading continues to bring forth requests from Class 1 clients to assist them with identifying properties for potential purchase, disposition or other specialized usess, and he often consults for firms wishing to do business with railroads in their respective lines of business. Mr. Dugan is also known for fostering and maintaining an extensive network of professional and personal contacts both inside and outside the industry. His professionalism and interpersonal skills produce results that routinely exceed expectations.
John is an alumnus of the University of New Mexico, the American University in Washington, D.C., where he studied Business Economics and ICC Transportation Law, and the University of Southern California Institute of Business Economics.
