FEMA-Sponsored Flood Mitigation Buy-Out Projects
Cinnabar was contracted by the City of Sand Springs, Oklahoma to acquire approximately 38 homes in the Meadow Valley Subdivision that were subject to repetitive flooding. A similar contract was awarded to Cinnabar by the City of Sapulpa, Oklahoma to acquire approximately 44 homes in low-lying areas of that City adjacent to Polecat Creek that were also subject to repeated flooding. Both programs were funded by grants from the Federal Emergency Management Agency (FEMA).
Cinnabar assisted both cities in developing guidelines used in the program based upon existing federal and state laws and regulations, as well as unique community requirements. The scopes of work further included conducting public meetings, title research, appraisals, appraisal review, negotiations, acquisition, relocation assistance (under a specially-designed versions of the U.S. Uniform Relocation Assistance Act.), closings, demolition and site clearance, compliance auditing, and grant and regulatory compliance.
The success of the Sand Springs project earned the City’s Certified Floodplain Manager, T.J. Davis, the 2006 Ronald D. Flanagan Platinum Level Project Award from the Oklahoma Flood Plain Managers Association.
